World War II Naval Telegram Instructions RE: Book Ciphers, Wartime Traffic, Tenth Fleet

Two typed messages on Mackay Radiogram paper that appear to be instructional in nature as opposed to actual sent messages. The first is two-sided and gives instructions on how to decode messages using book ciphers (front) and general telegram machine instructions (rear). The second covers how tell the difference between types of messages. The only date given is "July 4th" but given the reference to the 10th Fleet ("TNETH FLEET") that was commissioned on May 20th 1943, these are likely from the rollout of that program and potentially from 1943 as well. Both creased about 1/3rd of the way down from being folded. Light toning. Good+ and one-of-a-kind.
